CLC’s goal is to provide a high quality Comprehensive and Integrated Long Term Managed Care Program for persons with Intellectual and Developmental Disabilities (I/DD) in Florida.  The managed care plan will include both Managed Medical Assistance (MMA) benefits and Long Term Care (LTC) benefits for the persons with I/DD and will be a fully capitated Provider Service Network (PSN).

 

Our Purpose

The purpose of the comprehensive and integrated managed care plan for persons with I/DD is to achieve the following:

 

  • Provide high quality services through a capitated managed care plan that will achieve budget predictability and simultaneously ensure necessary services for personal health, safety, and purposeful living.
  • Include within the managed care plan capabilities for service utilization, care coordination, and increased accountability for cost and quality.
  • Increase flexibility in the service delivery process and encourage self-directed care, individual control and management of services to the degree possible.
  • Improve medical care and quality of life outcomes through fully integrated medical, behavioral, and home and community based services.  

Managed Care and CLC

CLC believes that managed care for this population should be a comprehensive and integrated long term care plan designed for the unique needs of persons with developmental disabilities and should be controlled and operated by providers with extensive experience in providing an array of home and community based services for these individuals.

 

States are finding that designing and operating managed care systems for persons with disabilities raises significant challenges.  These challenges multiply when states attempt to create unified systems of acute and long-term services that merge multiple funding streams. Managed care service delivery plans are becoming the mainstream manner in which health care benefits are delivered to people in the United States.  Florida’s Medicaid program will be based almost exclusively on a fully capitated managed care system by 2014.

 

CLC believes that it is inevitable that managed care will be required for persons with I/DD.  In order to provide the best opportunity for the customer, CLC believes that managed care for this population should be a comprehensive and integrated long term care plan designed for the unique needs of persons with developmental disabilities and should be controlled and operated by providers with extensive experience in providing an array of home and community based services for these individuals. This type of managed care program offers the best opportunity for a value driven operation that is designed to ensure continued community living.  Providers will share the accountability for services delivery and therefore will be vested in the appropriate outcomes.   CLC is committed to supporting managed care only when it will be provided under these conditions.
